The idea for CAMOS arose in September 2002, during a reunion of alumni from the Columbia University Institute of War and Peace Studies Summer Workshop on Analysis of Military Operations and Strategy (SWAMOS). Instead of meeting informally, as they had done for several years, participants decided to meet more formally and broaden the network to include other scholars and practitioners, such as alumni of the Basin Harbor workshops sponsored by the Philip Merrill Center for Strategic Studies at Johns Hopkins University

To this end, a group of 60 SWAMOS and Basin Harbor alumni and other scholars and practitioners submitted a proposal to establish a group affiliated with the American Political Science Association (APSA). In October of 2002, our proposal was accepted. The first CAMOS-sponsored panel, reception, and business meeting were held at APSA 2003 in Philadelphia.
